WP4 - New activities at sea

The University of Nantes is likely to welcome contributions, for the publication of a book, within the European program: Human Sea

"The development of human activities at sea - what legal framework? For a new maritime law"
"Making the Sea More Human".

This program aims to respond to the problems related to the development of human activities at sea, which lead progressively to a transformation of the law of the sea and maritime law, due to the extent of technological innovations

Summary of the program
The project focuses on the impact of new technologies in offshore activities, with a view to the refounding of maritime law and the law of the sea. The development of human activities at sea has led to a transformation of the Law of the Sea and Maritime Law. The main purpose of law is to civilize the new activities opened up by technological innovations. Mining activities on the continental shelf have been taken into account by the Geneva Convention of 1958 and the UN Convention on the Law of the Sea, 1982, to protect the coastal states. But these activities remain legally insufficiently regulated at the international level, when industrial standards are numerous. Maritime law remains focused on the concept of a ship, which can leave out new offshore installations and their workers.

The development of illegal activities at sea questions the competences of States and their cooperation, which was the subject of a symposium in October 2015. Legal issues can be identified from offshore activities, innovations and technical developments. Marine Renewable Energies are a good example of ongoing innovations. The Symposium Human Sea - Marisk of October 2016 addressed these innovations as well as issues of maritime and port safety and security and more specifically of cybersecurity through the notion of High Reliability Organizations at sea (HRO). In 2017, the program continues its activities, addressing the implementation of the ILO Work in Fishing Convention No.188 (2007), offshore oil and gas exploitation in June, European policies and the role of agencies in October, and the protection of the marine environment and biodiversity on the high seas in December.

The final Human Sea Symposium is scheduled for October, 15 and 16, 2018.

Eligibility
Young researchers, advanced doctoral candidates and professionals are welcome to submit a draft article in the field of human and social sciences insofar as the topic under consideration concerns one of the themes of the current program.

Applications may be individual or collective; In case of a collective work, it must be registered by a sole candidate, who will represent the team.

The minimum required qualities for a contribution to a scientific book are:

• the text must be written in French or English;
• must be an unpublished contribution;
• the size of the abstract/draft should be between 500 and 1000 words;
• the text font: Times new roman, 12. Single line spacing;
• it shall specify the research problem; explain the theoretical framework used and the methodology implemented;
• it shall provide strongly argued results and propose perspectives or conclusions;
• A bibliography.

Submission and schedule of the contributions
Interested candidates may submit their proposal of contribution (abstract) before 15 September 2017 (midnight GMT + 1 hour in metropolitan France), deadline for submission of contributions and send to: humansea@univ-nantes.fr

• Communication of results: October 02, 2017;
• Sending of final text: December 01, 2017;
• Publication of the book is scheduled for Spring 2018.

Selection
The Human Sea program provides for the acceptance of eight (8) contributions in this new book, among the proposals received. A Scientific Committee, composed of specialists in the fields concerned and forming part of the network of the European Human Sea program of the University of Nantes, will be responsible for scientific validation and selection for September 25, 2017.

Deadline for receipt the abstract: September 15, 2017
